What consistency should the putty have to be easy to work with?

I think it's easiest to split it into two times. First, you fill it out and make it even and straight, then let it dry completely. Then you apply a new layer that you smooth out and when it has set, you take a float and some water and scrub the surface if you want a little life in it; otherwise, you smooth it with the steel.
