Hello!
I need all the help I can get with our staircase, which is the ugliest I've seen. Can I plaster this? There's a small hole on one side, but otherwise it's intact.

Is reinforcement needed?
Do I have to remove the tiles? (seems unnecessary)
Primer first, I assume?
Is it just a matter of applying mortar after that?
How do I deal with the spaces between the steps? Do I need a board to hold the mortar in place while it sets, or can I just plaster on?

Many questions, hope someone can help me.
If anyone has any other tips on ways to improve the appearance, they are welcome.

You mean that you want to polish the tiles? If that's the case, the simple answer is no. It will not stick, and it's not customary to have plaster on walking surfaces. In your situation, I would definitely remove the tiles and then lay new tiles.
 
Okay, considering covering it in wood as well but it might be slippery
 
Remove the tiles and pour a thin batch with, for example, Weber's surface concrete. Works down to 10mm.
