Plaster on interior concrete ceiling

The attempt to remove the adhesive paint from the ceiling and reapply wallpaper was not a success. After about 7-8 months, I started to see bulges on the wallpaper and heard a hollow sound. So I suspect the adhesive paint is causing the wallpaper to detach.
Therefore, I thought of addressing it in a secure manner and considered putting up drywall.
The first idea was to glue them up. But with the existing problem of loose wallpaper and adhesive paint, that doesn't seem feasible.
The second idea was to attach the drywall with plugs and screws, but it feels a bit uncertain and complicated to make enough holes.
The third idea was to install battens with screws and plugs, and then place the drywall on the battens. Then I read something about vapor barriers and got confused, is it needed for the ceiling to the apartment above or only for exterior walls?

What was wrong with the concrete ceiling?
Install a sparse panel 28x7m in the ceiling at 300mm CC, then screw the gypsum into the glasses.

Rent a concrete sander (giraffe) and a proper vacuum cleaner to sand off the paint, then do a little filling if you get sanding marks and then paint.
Significantly easier than lowering the ceiling and putting up drywall!

Well, I've tried it but it feels like I would need to shave off half a centimeter or more to make it work.
And sanding the ceiling requires some strength, I noticed last time. Or maybe the wall/ceiling sander I rented at Bauhaus was unusually heavy. Any thoughts on that?

I think it went well. Of course, it gets heavy after a while, but I put a strap around the sander and attached it to the belt as a "counterweight" so I could manage longer sessions.
