plaster basement wall

At my sister's, they have sanded the basement walls in a room where there was previously fiberglass wallpaper and thick paint. Now the walls are completely concrete-clean but the diamond grinder has created 2dm wide grooves that make the wall look "striped" with a difference of +-5mm. How should one proceed to smooth the wall? What material should be used?

I had the same problem in a room in the basement. However, I had much smaller holes and streaks. I used something called betongspackel. http://www.weber.se/betong-cement-v...gningspackling/weber-betongspackel-snabb.html It is also available in larger packages. Otherwise, you have to plaster the wall with regular plaster mortar. Put up thin battens, apply plaster, and tear down the wall.
