Plaster around interior windows that has come off?





Hi!
I've bought an apartment that has been empty for a while where the plaster(?) around the windows inside has come loose. What is the best method to remove the old paint, and what material should I use to get a smooth surface before painting, or can I paint directly on the rough surface? Is it just the paint that's peeling? Should I scrape off with a morakniv and then sand down the rough surface and just paint, or do I need to apply some other material first? What paint do you recommend? Help a confused guy who's about to renovate his first apartment. See pictures below.
Looks like there are multiple layers of paint peeling off. Hopefully, the rest around it will come off easily too. Take a scraper and remove all the loose parts. It looks nice underneath, in my opinion. Try wiping the bottom layer with a cloth; it might be two incompatible paints causing the peeling.

Thanks for the answer! The surface underneath looks nice but is a bit uneven. Maybe it can be sanded down with 120 grit paper? Should one use a special paint or will ceiling/wall paint work?
