Reading the instructions for fine concrete, it says to use a pan mixer. Why is that? Can't you use a regular concrete mixer or even a paddle mixer in a bucket for smaller amounts? If not, why?

Sure, it works fine, but a pan mixer is technically the best for mixing. Free-fall mixers are the most common since they have a large effective volume relative to their size and price.
