Hello, we might buy a farm and the house was newly built in 2016 with a full contract. During the viewing today, we noticed that there are pipes sticking out here and there, and we are wondering why? The ones in the picture are from the bathroom, but there was also a pipe in a closet.

Could be some form of leak indication from a manifold or distribution cabinet. What is behind the wall?

Behind the bathroom, there was a walk-in closet/bedroom, and behind the wall in the closet where the other pipe was, it was a bedroom. The walls weren't unusually thick just there or anything.
 
It is likely a leakage indication from the distribution cabinet for underfloor heating and tap water.

The low-placed pipe in the bathroom is not okay; it should be mounted with a minimum distance of 60 mm to the floor's waterproofing layer (even according to the rules that applied in 2016).
 
Is the pipe in the closet also close to the floor or higher up? If it's higher up, it might be a conduit for electrical wiring, because it would be strange to have such leakage indication in the closet.
 
If it is a leakage indication, the distributor does not need to sit exactly on the other side of the wall but basically in a wall (in a cabinet with a hatch) anywhere where it has been possible to run pipes to the outlets you see.

It is located about the same height as those that are higher up in the bathroom.

We think the lower pipe is something else, it didn't look at all like the ones positioned a bit higher up and the ones higher up look exactly the same as those in the closet and are also placed at the same height.

There were also more doors at those pipes, 2 in the walk-in closet and 1 in the bedroom behind the wardrobe, they were held with 3 star screws so we couldn't check behind those doors either.
 
Then there is likely some form of distribution in the wall behind the panels with leak indication.

What the low-placed pipe is if it isn't leak indication is unclear then. Regardless, it is incorrectly placed. Maybe not a big deal, but for me, it would have been a small warning signal regarding the competence of the person who did the bathroom. I would carefully inspect how the entire installation of the distributor, etc., looks, for example, that it is in sealed cabinets and not just hidden in the wall. It sounds unusual to have a panel with three star screws.
