Aren't you building in potential problems like rot and such? Don't you have to remove the old panel? Or might it be enough to just frame up the new panel on the old panel? Thanks in advance..
Since there will be a lot of air gaps, partly the one that was for the old one. Partly the one that will form under the new panel. So it should work in terms of moisture. But from an insulation standpoint, it must be completely unacceptable. If he also frames with, for example, 45x45 that he fills with insulation and then the new panel, he is throwing money away because he still has the old panel and its air gap. That air gap breaks the insulating layer and makes the effect of the new insulation almost non-existent.
