Hello! I have just removed wallpaper from a couple of walls in the basement. The plan is to paint the walls instead. Unfortunately, the wall isn't smooth and nice as I had thought; it looks like there might have been textured wallpaper at some point and some remnants remain. I also think there's some old spackel remaining. The question is how to proceed now. My thoughts are:

1. Apply joint compound directly on the wall (unsure about the type of spackel)
2. Knock off all the joint compound/textured wallpaper etc. and sand before painting
3. Sand everything off before painting
4. Put up some kind of panel on the wall and paint on that

Does anyone have tips on the best way to handle the wall? I believe the wall is made of some form of plaster.
 
Basement exterior walls should not be spackled but must be plastered. In your case, you can use C-bruk 1mm applied with a steel trowel and then floated out. All paint should be sanded off beforehand and any loose plaster knocked off. The wall is then painted with silicate paint.

If the basement is well-drained and has no moisture problems, it would also be possible to glue renovation plasterboard with adhesive plaster directly to the interior wall and then paint it after puttying. Direct puttying with house fix could also work.

However, if there is the slightest risk of moisture intrusion, everything should be done in mineral materials and with diffusion-open paints.
