Hello! :)

New to the site and after much Googling without getting any wiser, I've decided to ask my questions directly here in the forum!
I'm going to repaint and repair the foundation of the patio. It seems to be made of some kind of lightweight concrete blocks.
I guess the current paint on it is some sort of plastic paint since it peels off in soft flakes (not sure though).
In some places, the joints have crumbled, in some blocks, the concrete has crumbled a few millimeters (due to moisture behind the paint). In some areas, the paint comes off easily and you reach the concrete, and for example, on the steps (see picture), the paint adheres more strongly.
The bottom edge of the blocks on the steps has also come off completely and needs to be "rebuilt" somehow.
Additionally, the frame of the patio roof is cast in the concrete and consists of some kind of metal that has started to rust, resulting in frost damage to the concrete (the white trellis-like structure).
I can't make sense of all these methods available for repairing and painting concrete bases.
Is house fix suitable for repairing broken joints and the surface of the blocks? Or should it be mortar?
Does all the paint need to be removed before painting, and what's the easiest way to do that, sandblasting, sanding, wire brush?
What type of paint should be used for painting, etc., etc.

I'm used to DIY with painting and carpentry, but this is something completely new!
So what does your expertise say?

Looks like a tough fix, I probably would have clad the baseboard in pressure-treated wood.
