Are the chipboards still exposed, or have they managed to put up the drywall yet? How did you discover the fraud? Did they inform you about the change, or did you notice it by chance?
For example, comparing Byggmax prices, there is a 17% difference between chipboard and OSB. So at least a 17% (6000) deduction is reasonable to demand. But since you've received a reduced functionality, you should get some compensation for that as well. A deduction of 10,000-12,000 is a reasonable starting point.

Particle board is at least cheaper, doesn't withstand the same forces on screws, and contains more formaldehyde than OSB. To put the strength in perspective, according to the National Testing Institute, a 12mm particle+gypsum board can withstand 258kg "hanging weight" and 124kg "pulling weight" per screw, whereas an 11mm OSB behind the board can withstand 266kg and 169kg per screw, respectively. So, no insane differences, and the particle board does hold up under quite a bit of stress as well. Price-wise, OSB is about double compared to particle board. If it says OSB in your papers but you received particle board, I would at least demand a price reduction since they chose a significantly cheaper material. I have been on the construction site several times but never reflected on the fact that it was particleboard instead of OSB until a few days ago when the carpenters started putting up sheets again after the electrical work was finished.
There have always been two stacks of sheets in the house, but I hadn't checked exactly what they were before, just assumed they were the ordered sheets meant to be behind the drywall.
I feel a bit clumsy to have discovered this now when everything is finished, but there's a lot to keep track of with this construction...
