We are in the middle of expanding our house from the late 40s.

Today I made a hole in the old outer wall and encountered a white insulation surrounded by black paper.
The insulation is white "fluff" that easily falls apart.

Risk of asbestos?

I would guess old mineral wool. It often had black paper back then. No asbestos that I've heard of.
 
That looks like old mineral wool. The dust is not particularly healthy, it tends to be dusty as hell.
 
no asbestos but there might possibly be a glass shard in it
gullfiber also manufactured glass wool mats black sewn on the long sides
