I am going to put up a curtain in the hallway, where the bracket will be screwed into the ceiling. Excitedly, I drilled my holes and inserted plugs of this type: http://www.clasohlson.se/Product/Product.aspx?id=164641043
But alas, it didn’t work, the plugs just spin around. I'm considering using drywall anchors instead, but I'm afraid the ceiling drywall is too thin for the drywall anchors to work.

Mollyn is available for single plasterboard and double plasterboard. I have hung large heavy items with these, so a curtain should not be a problem.
As mentioned, molly-type metal expanders hold the best. They distribute the load over a surface on the backside of the ceiling board. Regular nylon plugs just create a small ball behind and thus distribute the load over an even smaller area. A drive plug is installed like a threaded screw in the gypsum and thus only burdens the area the threads are against. The board can't be stronger than it is, and the best fastening is the metal expander. (or attach to the joists above...)
Metal expanders are available from some suppliers even for ceiling gypsum, i.e., thinner than single-layer gypsum.
