It sounds hollow! And the dust and the wall are white. The drill bit got a bit scuffed from the steel itself, the metal (whatever it is that was behind the white). The house is about 10 years old... in our "house book" it says that the interior walls are made of plaster. However, this is a wall towards the neighbor, so maybe it's not an interior wall then.. ? I was at Clas Ohlson recently and got the suggestion to glue a universal plug with mounting adhesive and then screw the shelf into it.
 
If the wall against the neighbor is present, there might be a risk of a steel plate in the wall as it could be a firewall between the two of you. I would pre-drill into the steel with an appropriate metal drill bit and then use a self-drilling mounting screw.
 
When I examine it more closely, it feels like there are three drywall sheets glued together, thickness about 5.3cm in total. Now we're trying with universal plugs and glue!

5.3 cm sounds more like four drywall sheets (4*13mm). It seems very thick...
