I've been looking at a house built in 1980. It turns out that during a preliminary inspection, it was discovered that the moisture content of the sill on one of the gable ends is at 16 and 17%, respectively. The limit is 16% according to the realtor.
Is it the case that you should just replace a damp sill, or is it enough to identify the source of the problem, address it, and dry out the sill thoroughly?
I suspect the issue is due to the placement of the garage. The garage is built next to the house along the wall that has the problem, where the house's lower brick wall has its "ventilation" met by the garage's sill/wall, which has also been covered with drywall (meaning any moisture was trapped).
