Removed the old plastic roof (barracuda roof) and will install wood paneling on the ceiling. The insulation seems to have some form of moisture barrier in the house from -75.

Does anyone know if this could be a moisture barrier, or should I install a moisture barrier on the ceiling before the paneling is put up? The surface of the board has a smooth finish, and the insulation is directly against the other side. Wooden ceiling structure with insulation and a smooth surface type material possibly acting as a moisture barrier; part of home renovation project. Smooth surface material between wooden beams, possibly a vapor barrier from a 1975 house renovation project. Old roofing plastic removed, exposing wooden beams and insulation in a 1975 house ceiling, questioning if current layer is a moisture barrier.

It's probably a moisture barrier. Leave it in place and do not add another one.
