I'm building some shelves in the storage room to store some boxes, etc. I'm working on the framework now but will soon be done with that.
So what material should be used for the shelves themselves? It should be as cheap as possible. =) Planks can be a bit expensive. Maybe some chipboard that can be cut to size?

Chipboard can always be cut into suitable pieces. 22X95 formvirke is another option depending on the appearance requirements.
 
It doesn't matter much what it looks like. How much does formwork roughly cost?

I have made shelves from standard 22*95mm tongue and groove timber and glued the tongue/groove and cut them so that there is no visible tongue/groove. But with the bracing you have for shelves, chipboard is probably the easiest and cheapest option.

Approximately what thickness should I use for the particle board?

It will work with 10-12mm as you have full studs both at the front and back. Based on byggmax prices approximately 75:- per sheet (1200*2500) and if you buy their ready-made shelves, white 18mm, about 220:- (2 pcs, 600*2480).
