Hello.

I am in the process of lowering the ceiling in my apartment and thought I would take the opportunity to run some cables in the ceiling. In this process, I need to make holes for two 16 mm VP pipes through a 15 cm thick brick wall. I've searched around here on the forum and googled but haven't found anything that has been helpful. So how do I do this in the easiest way possible? I have access to a regular mediocre drill.

15 cm brick is no problem to drill a hole for a 16mm vp pipe with a moderately sized drill. You just need to take it easy and calmly without pressing like crazy.
 
The brick wall I went through when I was renovating one of our apartments was probably about 70 cm :-)

A rotary hammer can handle anything...
 
I prefer a hammer drill myself, but either way, start with a relatively thin drill bit and take it gently and carefully. Once you have a hole, you can then go up to a thicker bit and drill in from both sides. This way, you avoid the risk of a "crater" where the drill exits.

Drill hammer is of course preferable but it works with a regular impact drill as well, although it takes a bit longer.
Brick is not particularly hard to drill into.

Made such a hole today, cheap drill and bit from Rusta.
It was like cutting through butter, chose without percussion.

To make the hole a bit larger than the 12mm bit, I just ran the drill on all sides like a router. It created a lot of dust.
 
It works as long as it is tegel.

Brick, plaster, and aerated concrete in a delightful mix.
The woman before used nails, but I go with a thin drill, adhesive, and plugs.
