No. I've looked through the library of construction books and nowhere does it mention any extra air holes or vents. There are just horizontal battens as a finishing at the top and bottom, so the air gap is in a closed space.
Your leaky panel theory seems to hold.

Regarding the lock panel, I've installed approximately 2000 lpm this summer. I have used a type of Z panel, which is well-known for being completely flat on the back, meaning no airflow behind the panel!! I have used 22mm battens and drilled 10mm holes every 20 cm in each batten, felt it was worth the effort instead of replacing the panel in 10 years.
 
Ventilation behind the panel is certainly recommended if you have a tight, tongue-and-groove panel. To prevent mice and other pests, lay a mesh underneath. In metal, of course!

Sävsjö, for instance, provides ventilation behind the panel.

Sure.. ;) What a nice house... There is a gap at the bottom and one at the top so it drafts through. Mice are a risk, but they have to climb up the stone foundation first..
 
... and they do it as easy as anything!
 
Has anyone with a lock panel seen any mice or signs of mice? I haven't been affected even though I don't have a steel mesh at the bottom.
