There are, as mentioned, several factors to consider.

You wrote that it is a split-level with full-size windows in the part now planned to become a bedroom. In that case, the soil pressure against that section on the gable is less than the one marked as the TV room and therefore not a troublesome factor.

Regarding the bearing capacity for the floor slab, the wall is probably not load-bearing, while the other wall that runs in the middle of the basement, next to the stairs, most likely is. But to be sure, you need to know how the floor slab is constructed as @13th Marine points out.
