The entire basement in my house is made of concrete and now I'm planning to tear down a wall, but the question is whether it's safe to be there and tear it down or if it might be a load-bearing wall. How can you tell if a concrete basement wall is load-bearing? I'm attaching a drawing of the house. I know some people say that the thicker walls on a drawing are load-bearing and the thinner ones are not.

It is the wall that I have circled that I want to remove.

The wall you have circled is not load-bearing.
The load-bearing wall is the one that runs all the way from left to right a little further up in the image.
 
Most likely, this wall is not load-bearing. However, the wall to the left (in the picture) of the pantry cellar could be a load-bearing interior wall. I myself have a basement entirely in concrete, and, like you, I have a load-bearing wall along the entire house similar to the one mentioned by raceman, but also somewhat thinner load-bearing interior walls that intersect the other load-bearing wall like a plus sign, so one should never be too sure.
 
Agree with the above, the wall is not load-bearing. However, the wall to the left of the one you circled might be a support to prevent the wall from being pushed in due to external ground pressure.

A little trivia: A load-bearing wall that runs straight through a floor is called a "Hjärtvägg"....
Anyway, I find it hard to believe there would be any issues with tearing down the one you want, what do you have above?
As always with such projects, I suggest you prop up just alongside if there is the opportunity... is it a wooden floor or a concrete floor? If it's concrete, you don't need to prop up.
