I have a carport where one wall is built up with Leca blocks sitting on a cast concrete base. The hillside slopes toward this wall so a lot of water runs against it. This water seeps through between the concrete base and the Leca blocks and has started to cause frost damage, breaking off the plaster and slowly working its way into the Leca.

What measure would be recommended from the inside where you can access it? Can you repair the hole with fine concrete and hope that it withstands the frost better? Since it's an open carport, I have no problem with water leaking through, but the problem is the damage it's causing to the wall.
 
You can't do much from the inside. Just bite the bullet and dig out the outside.
