I have veneer flooring in the hallway. It tends to swell at the seams. Already had to replace parts twice! Therefore, we are considering laying tiles there. I'm thinking of priming and rolling out a waterproof membrane. Is it possible?
 
Not appropriate at all! You should use something non-resilient, like floor gypsum or flowing screed with reinforcement to avoid tiles coming loose.

It is not recommended but it might work. I have experience with two tile floors in hallways that were laid directly on chipboard. In both cases, it went well and lasted for many years without issues. It might be worth taking a chance if it's difficult to achieve a better foundation and you are prepared to redo it.
 
Which fix is the most flexible? Heard (read) that Ardex S48 would be it.
