I am going to lay plank flooring that is 2.5 cm thick on the upper floor. How should I handle the last step to avoid the risk of tripping? It's currently 18 cm on the last step, any tips?

The upper floor should function as the top stair tread in the staircase. Treads and risers must be the same size all the way for the staircase to work well.

Yes, the same step length and step height are key to a well-functioning staircase.
