A bit of a woodworking question, but important.

I plan to build two wooden frames that are 90x116cm with a thickness of 3-3.5 cm. A regular frame, in other words. Four planks creating a rectangle.

The width of the wood itself depends a bit. It shouldn't be too prominent because then the housing cooperative will complain, but also not too flimsy. It will be on a balcony, so the wider it is, the more the wind has to grab.

The question is, how should I join the planks at the corners to make the construction as stable/stiff as possible?
  • Cut out squares so the planks overlap? What's the easiest way to do this? Could some hardware store do it?
  • Cut the planks at 45º and join like a traditional picture frame?
  • Flat angle brackets?
  • Any particular type of wood better suited to achieve stiffness?

This method. Called Half-in-half.
Then glue the contact surfaces. Drill two holes in the joint into which you then drive a piece of dowel.
The phasing can be done with a regular handsaw.

I assume you need to be pretty steady-handed for this. :) Of course, it's best if it's 100% perfect and flat in the cut so the contact surface is as good as possible in the joint considering it will be glued.
 
Plane angles on both sides. It doesn't get stronger than that. Personally, I would assemble the frame with Dominobrickor, but that requires special equipment.

Yes! :)
Planar angles on both sides, as mattiasp suggests, are probably stronger, yes, I didn't think that far myself.
But anyway, what is the frame for?
