It's a shot pin from a nail gun. Do you want to remove them? In that case, just break the board with a crowbar and hammer, and then cut the pin with a reciprocating saw.

If they are nailed into concrete, it can easily create large holes if you try to pull them out. The easiest way is to cut them with an angle grinder.

Depends on how skilled you are with the angle grinder, but why would you do that?
Crack the board around the nail (hammer and chisel work) so you can remove it, then go at the nail with the angle grinder.
