I have looked at 14mm parquet and found that it can be found for about 200-300 SEK/sqm. Now, we have two small children who are quite tough on the interior. I looked at laminate flooring at Byggmax for 60 SEK/sqm. I've never had laminate flooring before. It feels a bit plasticky, but laminate is supposed to be durable.
What are your thoughts on laminate vs. parquet, pros and cons?

I had home samples of incredibly beautiful laminate floors but discovered that when the dog ran over the white test sections, it really wasn't easy to clean off - the dirt crept down. One should probably keep in mind that the surface should be smooth if it is to be easy to clean.

Some laminates can be super slippery. That's not a good feature when it comes to toddlers running around.
We bought the budget variant for our apartment, and the big kid (3.5) has slipped a couple of times, and the little one (0.8) needs anti-slip socks to even move around in his walker...
There might be rougher laminates, but I think it's a feature inherent in the laminate technology itself...
Another thing is that you need to be careful when laying it. It's quite easy to chip a piece, and then you can ruin a fairly large portion of the laminate layer. I bought a click-floor, and it was (is) quite easy to replace a damaged unit if you notice it before you're done.

Returning to your question about frugality. Well, when it comes to flooring, I think it deserves to cost a bit.
Play area for children - why not install a plastic mat and replace it in 10 years/when the kids grow into teenagers instead? A cheap alternative.
Personally, I installed parquet - but my daughters have been very careful, and even sanding wasn't necessary when they left their nurseries.
Otherwise, I'm a strong advocate for the advantages of Korkoplasts, not just when it comes to dogs ;D

I will definitely use vinyl flooring which I will replace with parquet when the kids are a bit older.
Laminate cold? But isn't that why we have underfloor heating? I believe that laminate conducts heat better than pure wooden floors and therefore feels warm when you have underfloor heating?

You can probably never be too cheap. 
Otherwise, I would rather opt for a nice, wide, and thick pine floor. In my opinion, it's both cheaper, nicer, and more durable than both parquet and laminate. Just sand it down if the kids get too rowdy.

I can only agree with the above about the coldness of laminate floors, they are ice-cold (especially perhaps in a house from -69 with a crawl space foundation). I often feel guilty when my children (3 & 1) have ice-cold feet. I had plans to replace the vinyl floor in one of the kids' rooms with laminate, but we will definitely keep the vinyl floor as long as we live here. Then it will *hopefully* be parquet in our new dream house in a few years
