It depends on what you define as "substandard." For instance, we who work with building materials daily and pay wages to those who use them consider that ANYTHING that does not meet normal standards (see my previous post) is substandard. If, for example, you lay a chipboard floor, you SHOULD not have to fill the joints to make it smooth, but as a private person, it might not matter so much if you need to spend an extra day on this task since wages are rarely calculated the same way. However, for the cost savings on the chipboard to be more than 8x400=3200 SEK, it must be a fairly large area or a significant price difference. The same also applies if the person buys the materials themselves and wants to hire a craftsman to perform the work; if we are to calculate a fixed price for this, we must consider that it might be necessary to carry out this step and include this in the quote.

There isn't any lumberyard around here that delivers anything other than descending lengths from 5.60 and downward, so that should probably be considered completely normal.
