If you are going to use plastic, it should definitely be over the cellplast. How warm is it in the basement?

Around 8 degrees it should be.
 
Lay PIR insulation and skip the plastic.
58mm PIR is equivalent to 100mm S80 EPS
 
Have framed and insulated the walls now and was going to tackle the last 45 for the electricity. Should I place the sill at the bottom with tar paper underneath as usual, or should I place it higher since the floor will be built up around 100mm? If I put it at the bottom, it will end up below the plastic along with the cellplast.

Agree with the previous. So you can nail the floorboards then.
 
Now my brother-in-law came by and said that I don't need to put any insulation in the floor except possibly a few cm along with the underfloor heating, if I put some foam boards in the basement ceiling. It would be nice to avoid raising the floor a lot, but is it that smart?
 
It doesn't really matter that much. It gets warmer in the basement. Do you have a radiator there?
Insulate as much as you can without creating strange level differences.
 
No heat in the basement at the moment. Additionally, it's like a vestibule to the basement under the veranda.
 
Leaning towards going with Flooré 25mm, so there will be some insulation at least.
