You can first screw them into the post, upside down, then have a groove milled into the railing that this part is hidden in. Then only the part that is horizontal is visible. Maybe cumbersome but I have done it like this a few times.
OK, if you do it like this. Pre-drill the crossbars with about a 5mm drill bit. The upper one so the screws come in from above, the lower one, from below. The upper one may also need to be countersunk with a larger drill to accommodate the head.
Then insert decking screws about 80 mm long. Then screw on the top rail from underneath.
Is one screw enough? I have two different dimensions that I'm considering, either 45x45 or 45x70. Two screws on 45 mm might be a bit tight? Risk of cracking? But it should be a railing you can lean against as well...
Pocket hole screwing should work excellently and be stable enough.
Alternatively, you can use oversized plugs made of dowels or steel.
Personally, I would pocket screw.
I took the plunge and bought a pocket hole jig at Hornbach for 400:- with regular countersunk pz2 screws included in 4 mm dia and up to 60 mm long. I bought 5mm screws for outdoor use, but it was a bit of a tight fit perhaps. I will see if I can find 4mm pz2 for outdoor use and try.
It was possible to drill two holes in 45 mm, you don't even need to have it perfectly centered...
