I intend to plaster my basement interior and I'm wondering what to treat the wall with to avoid the plaster giving off dust or "staining" once it's plastered and finished? It's also important that the wall will be able to breathe.
 
My vote goes to silicate paint. I am very satisfied after 3-4 years at least.

Agree with b8q - silicate paint. It is breathable and does not trap moisture. Various types of acrylic paints will bubble and peel and, in the worst case, make the plaster soft so it comes off with it.

Lime paint can work if you plaster with the "right" type of mortar, but it can rub off if you're unlucky and don't get the chemical bond that lime paint should provide.
