Hi, I have a laundry room in the basement with a plastered concrete wall, there's some plastic paint on the plaster and I just want to paint it white with minimal effort.
Do you need to remove all the plaster or can you smooth out this wall with putty and paint? (wet room putty?)
The foundation was drained 20 years ago.

Actually, you need to sand off all the paint down to the plaster. Then repair the plaster with mortar and then you can go over with fine filler and paint with regular wall paint or silicate paint.
okay, sounds almost easier to remove the plaster entirely? it becomes very porous when sanding itS Småbrukaren said:

It is probably porous because it doesn't breathe properly. The plaster has, of course, dried out over the years.
If it's an outer wall, I would probably replaster, but if it's an inner wall, you can fill it with medium and paint with indoor primer. Possibly a blocking paint is needed to prevent the plastic from bleeding through.

Lime plaster feels weak, but if not subjected to violence, it can still hold. If the damage is small, I would repair it with lime plaster, use as little paint and filler as possible. If using filler, use wet room filler, but preferably just plaster. Then paint with breathable paint, preferably silicate, but since almost everything is already painted, I would choose a breathable plaster and masonry paint. If it's just a cold cellar, it should work even with, for example, paint intended for an outdoor wall or base, but read the can to make sure there's no poison in the paint.
