Yes, but now we don't usually do that in our garage. It was a carport before.

Ok, so at about the same height as the panel is now?

How do I then proceed when I attach tiles as a baseboard? Should I just press it into place with sealant or do I need to fill the gap at the bottom with something?

Just wanted to highlight the issue and how it is often solved. But if plasterboard is used, leave it a bit off the floor.
 
If there is a leak between the bottom of the garage door and the slab, pour a wet paste of concrete, place plastic wrap on top, close the door, and let it sit still for 2 days this time of year. Open the door, remove the plastic wrap. Done. Of course, it won't work if it's freezing.

What do you mean it will achieve? Won't there just be porous concrete there or why should I cast in this way?

Yeah, right? On the inside, tiles and grout will look good. But should I also press in grout to cover the "channel" along the floor/ground that comes from outside?

You can cast this way to make the garage door seal tightly against the slab. The strip under the garage door will shape itself against the "watery" concrete you've mixed. The plastic sheeting is to prevent "cement stains" on the strip under the door.
