I'm installing ventilation equipment in the bedrooms. 28 holes will be drilled with a 10mm drill bit in a frame that is 95 deep. How do I get the holes to be in a straight line from the outside?

The easiest way is probably to measure from the outside and also drill from the outside...
 
Well, that's not quite what I meant. All the holes should be in a straight line one after the other, both from the outside and inside. The challenge is to saw completely straight both horizontally and vertically.

There are different kinds of jigs that are meant to help one drill at a right angle. Some are intended as aids when you are plugging, like this one http://www.biltema.se/products/product.asp?iItemId=82252.
Clas Ohlson has something they call a "drill guide" which should also work.

There are drilling templates available for purchase... I am going to install a couple of window vents and there are ready-made metal templates for that. Ask where you bought the vents...
