If there is a thin crack in a 1 m high retaining wall (made of concrete elements 12 cm thick), what is the best way to repair it so that water cannot penetrate and damage the rebar?

water is always present in the concrete. if you were to chisel in the retaining wall, you would find rusty rebar.
if you want to repair that minimal crack, you need to make the crack bigger
 
Should you inject some substance into the crack? I heard that the most suitable approach is to open it with an angle grinder, then blow it clean with compressed air, and seal with silicone. The final part should be plastered with thin concrete.

Who knows anything about that?

That the reinforcement comes loose after a couple of years and the piece falls. Maybe injure a child!

L-elements are terribly stable. but they also have a lifespan as they endure weather and wind. much more than a slab.
that crack is not a problem. otherwise, just repair the crack. make the crack larger (not much larger 2-3cm deep and 3-4 wide)
patch it with repair mortar or concrete filler.
 
Whatever you repair it with, the repair will definitely fall off eventually.

As mentioned, it's unnecessary, the concrete seals itself quite well. It bleeds out of the crack's walls and fills up. If you still want to seal, you can try to fill the crack with water glass or epoxy. You may first need to drill small holes along the crack and press in through these with a syringe.

That was smart! Where can you get water glass?
 
Well-stocked paint shop.
Finding a really small concrete drill bit can be more difficult. If you make large holes, you only make things worse.

That concrete is so soft that you can drill with a cheap drill and screwdriver! Without impact!
