I have had a wrought iron stair railing that was installed in an old limestone staircase. The railing was cut off about flush with the stone, and new holes were drilled and the new railing was installed. However, the repair is poorly done and there is also a sharp edge sticking up where the old railing was. How do I remove it? Can I drill or grind it in some way without damaging the staircase? And can I then fill and patch it or something similar so it looks decent?

What to use for repairing the stairs afterwards I don't know, but to make it look nice, it might be a good idea to cut away a bit properly with an angle grinder to create a hole and then fill it with something. What that is, as I said, is unclear to me.

Isn't there a risk that the stairs will crack or break more than locally, so to speak.

I would probably, if possible, drill 3-5 small small holes in the reinforcement with steel drill then knock in what remains so they become a small pit of 0.5 - 1 cm which you then putty over with a suitable product?
 
Interesting! That should mean less impact.
