Our entrance step was previously covered with tiles, but after several winters and some unfortunate salting, they cracked. Now I am left with this dull surface, which bothers me every day.

I would like to polish the surface so it looks nice again. I don't want to put tiles or stone. I don't want any epoxy coating. I've considered sanding, but I'm doubtful that it's easier or will turn out well. Does anyone know what type of cement to use and how to go about polishing all the surfaces on the stairs so it's even and nice?

I would have sanded it off, I think it's easier than applying new.

Can't you slamma it thinly with mortar and a coarse brush, like a lime brush because it really doesn't look nice like that. Then you can fix the damages at the same time.
 
I think you should try this one, weber has something called rep there's a film on youtube if you want to see it, tidy up the surface with a paintbrush

Thank you for the concrete guidance, after watching the film I think it's the right procedure for me. Several steps, but it doesn't feel too complicated or time-consuming while also giving a smooth and uniform surface.

As an absolute novice in the area, I don't understand the difference between all these different products. How does rep 995 differ from rep 980 as demonstrated in the film above? Is it an additional layer to better protect the surface?

Rope 995 is more elastic, cracks in the substrate do not break the surface as easily. Otherwise, they are both surface layers. Interchangeable with each other. I can't say much more about 980 as it is not something I use.
