Condition: interior wall in a split-level house (it is below ground level on the outside wall)
Mesh or not, fiberglass mesh or metal?
Which plaster mix?
What's the easiest way to apply it when you don't have the technique to "throw" it on?

Forget the mesh.
Base with 3 mm c mortar, and apply with 3 mm c mortar.
And smooth/fine finish with 1 mm c mortar.
