Hello!

I am going to make a window of glass blocks consisting of nine blocks in a square in a newly built basement wall. Considering its small size, I thought I could join them with almost anything. Mortar, tile adhesive, silicone, setting glue... Or is it necessary to use glass block mortar?
Likewise, the grouting. Can I use any tile grout?

Do they come in an outer wall? I've only done it for indoor use, like shower walls and similar. In that case, we glued and sealed with neutral silicone.

Yes.
In an outer wall.
 
There is a special adhesive for this, which I can recommend, along with erf lists, there is no reason not to use the right material for the purpose. Jointing you can do but with regular flexible tile grout.
 
I used what the store recommended, which was their adhesive and grout for glass block. Then you know it's as correct as it can be.

Now my little window is "finished". It is built with glass concrete special mortar. Can it dry in peace, so that I can have a pilsner and a little nap, to wipe off the smeared mortar with a damp cloth tomorrow?

Should probably wipe off as soon as possible. Then you can grout with regular tile grout.
