Building a staircase with concrete blocks, see image.
There will be one more level in height.
I'm unsure how to attach the blocks to each other in the picture, I'm afraid winter might otherwise take care of the staircase. The base is macadam and 0-18 chips in the staircase.
Is concrete a good solution or should I apply PL700 between the joints? How should I do it?

Now, I'm not an expert, but I would probably have laid the outermost row in concrete so it doesn't move.
I have built a few stairs, where I placed an edge in concrete. The concrete isn't visible as I fill it with soil up to the edge.
Then you can use edge elements that are nailed to the base, I've seen.

PL700 is a very good adhesive, but since it settles and becomes like a film, I think it will be difficult for the adhesive to adhere properly with such a large angle between the blocks. It might work if you spray it in where the stones are closest together.
Maybe spray in some sealant foam?

Can I just lift away the outer row, pour a string of concrete where they were, and then lift the blocks back? (but then the slope I've spent a few hours getting perfect will change) :O
And PL700 where the blocks are tightly together.
And the open angle on the outer edge can be filled with concrete, as long as it doesn't crack over time....
Around the stairs and along the house, I will place tiles and they might hold the stairs to some extent maybe.

In a few months/years, you will have worn down the outer stones so that they tilt if you don't do it right from the start. Unfortunately 
the advice is probably that you need to cast a concrete curb underneath to make it stable. If you don't want to dig much deeper, you can always add some rebar or a piece of reinforcement mesh to hold the concrete curb together. Also, make sure to extend the concrete 1 dm beyond the outer stones for better stability.

Can I buy regular fine concrete at Byggmax and pour it between the joints?

I have come to the realization and realized that concrete is the answer.
I remove the stones, make two channels under the stones, a channel at the back and one at the front. Then I pour in damp concrete and smooth it out and press the stones back into place... It should then be stable! :S
