When the previous owner of the house installed the pellet boiler, they ran new water pipes from the boiler to the accumulator tank through a basement wall into the adjacent room. However, they forgot to tidy up afterwards, so now the fire protection is flagging this issue.

How do I fill in the holes around the pipes? I assume it can be sealed with something, but I'm unsure if I can just throw in mortar when the pipes are there?? One pipe has gray insulation on it, the other is bare copper pipe.

Any tips?

Throw on cement! If you want to give the copper pipe a little extra protection, you can wrap tape around it before filling with cement.
 
Rendering mortar B 3mm in stages, pure cement is absolutely not to be used.
 
Can I apply plaster mortar 3b takt against the gray insulation and directly onto the copper pipe?
