How to adjust tilt on drill stand?

I can't figure out how to adjust the tilt on this stand. Is anyone familiar with it?

No idea but those two black square screws look likely, or maybe there's something "under" the drill machines.

What's really the purpose of being able to rotate this?, you can't drill anything other than in a straight line with the column
