That hardly protects the neighbor when the chimney on one part of the same house is below the eaves on the other part?? (Semi-detached house = One building structure)
A chimney fire in that chimney would likely lead to quite a rapid spread if the wind is unfavorable.

I don't buy that this installation is inspected and approved.

I think it's enough with a construction notification.
A construction notification is almost the same as a building permit nowadays.
