There are no exact meter requirements against neighbors, but principles.

The distance rules specified in BBR relate to the building where the fireplace is installed, to ensure good draught and protection against fire in that building.

That hardly protects the neighbor when the chimney on one part of the same house is below the eaves on the other part?? (Semi-detached house = One building structure)
A chimney fire in that chimney would likely lead to quite a rapid spread if the wind is unfavorable.

I don't buy that this installation is inspected and approved.

I think it's enough with a construction notification.

A construction notification is almost the same as a building permit nowadays.
