How do I best seal around the incoming electrical cable?

Latex, construction adhesive, insulation, some kind of foam?

if you want it draft-proof, then expanding foam. If it needs to stop rodents, tougher measures will be required.

First, use expanding foam, then make a hole of appropriate size in a piece of sheet metal. Split in half and then screw in place.

I have personally sealed with fire silicone (white). It is also used for sealing in shafts where fire can quickly spread.

There is foam meant to be against mice, which I mentioned to Anticimex and hinted that it must have been a scam product, but then they replied that they use such things themselves. However, special equipment is required to spray it out.

Fire silicone - is it something that is somewhat deterrent to the mice? In a way, I could have sprayed anything and then crafted a lid of some sort, but...
