I haven't laid the floor yet, but for the time being there is LK HeatFloor 22 (without piping and aluminum).

If I am to install horizontal interior paneling (Moelven Rough), should it rest directly against the grooved chipboard subfloor, or should it be raised 1-2 cm so it starts slightly above the laid floor?
 
I had mounted the panel so that the overfloor has room underneath with a few millimeters of play. Then you don't need to be so precise with the movement allowance when laying the floor but can use the space under the panel as a margin. This assumes that it's a wooden floor being laid and that you plan to install some kind of floor molding.
