I have a high and a lower skirting board that I want to meet nicely, there is a difference of about 2cm in height.

Can anyone suggest how I can make the meeting?

The skirting board has a profile, so it would probably look best if it follows down and meets. But how?

On the lower floor, allow the baseboard to go around the corner to the edge of the higher floor. On the higher floor, the baseboard goes up to the outer corner. Cut a piece of baseboard as wide as the distance between the higher floor and the outer corner. Mitre this at 45 degrees and place it with the beveling against the outer corner. Then mitre the connecting moldings to fit against this. The upper molding needs to be partially ripped to make it fit.
 
Well, that's a good suggestion. But will I "trappa" the list down to the lower level or "doppa"?

What do you think looks best?
 
In my suggestion, the chamfer follows down neatly and tidily
Another option is to take a different height on the moulding to get the top edge to align
 
I tested a bit today. So I think it will be something like this.

Exactly, but I would do that small section on the lower floor up to the transition between high and low.
