Hello! We have been living in our house for 2.5 years now, a house built in 1980 with a slab on grade. At the time of purchase, the house was inspected by Anticimex level 2, and there were no "odors" or elevated moisture levels where they measured. They measured at a few places under the thresholds.
Now we have started to notice an odor/musty smell from a wall in the living room where there is parquet flooring (original), and we pulled up the floor there to measure the sill ourselves (it measures 14-17%) and it doesn't look unusual to the eye.
Is this considered a hidden defect? I assume it is not since it is "expected" to happen with this type of construction, and they also expressed that it was a risk construction. However, we still feel very disappointed that it wasn't discovered when we were buying the house.

40-year-old risk construction. It's hard to find anything there in terms of hidden defects.
16-17% moisture content is roughly the threshold for when it starts to be a risk for problems.
You don't replace a sill just because it's damp. But it might be a good idea to bring in a construction expert to assess the situation.
