Is a construction from the outside in with paneling, air gap, paper, standing planks, plaster (internally) and then (as additional insulation) wood fiber/linen/cellulose, paper (isolinas) as well as either just gypsum or plywood/OSB+renovation gypsum vapor permeable?
Max 45mm insulation.
Paint / wallpapers? Does regular plastic paint stop vapor permeability? Wallpaper with a plastic-like surface? (i.e., not bathroom wallpaper but regular wallpapers that in some cases seem to be plastic-coated).9

It certainly slows down moisture to some extent, but not in the same way as real building plastic. On the other hand, you don't have any moisture-sensitive insulation in the wall. Problems with insufficient vapor barrier mainly occur if you have fiberglass or mineral wool as insulation.
