Hi, I have a fireplace made of cement blocks/elements. It works great and stores heat but unfortunately looks like a pizzeria wall!

The "beautiful" surface is probably some cement-based light mortar, applied by the previous owner. I scraped off a piece and let it sit in water but nothing happened, so I assume it's not gypsum-based. We want to get rid of the pizzeria surface and achieve a somewhat smooth surface, like plastered or "trowel smooth." Not perfectly smooth, but more rustic. What's the best way to even out the surface? The fireplace is in the middle of the living room, so edge grinding or anything dusty is not an option. Maybe chip away (possibly chisel?) the ridges and smooth out the valleys with a thin layer of plaster?
Also, a few square meters of wall nearby have the same texture and need to be changed too. Ideas and alternatives are welcome.
