Hello

I'm looking for some tips and advice on how to think when building a floor in a cold storage/garage/barn.
As it is now, it's just a dirt floor, and I want a flat floor that doesn't cost a fortune because it's a rental property.
Would it work to dig out, lay down a bunch of concrete slabs, place pressure-treated joists on top, and then finish with OSB?
(I am thinking about placing a moisture barrier in the form of plastic between the joists and OSB).

Everything in your proposal is good except OSB. How about a regular impregnated wooden deck board? How will it be used considering moisture?
 
Yes, that is an option. I was thinking of trying to create a floor as smooth and tight as possible and was considering if OSB would have been an option (since it is quite cheap and easy to build).
